Default HELP! Irvine .40 MKII really low compression

I just got what appears to be an unrun engine, but the comp is really low. Its a ringed engine. Glow plug is tight. Its been a long time since I had a ring engine. Are they supposed to be like this?

A little oil should bring it up to par, then a little running will make it great. It's very likely a Dykes ring and will always feel soft on compression.
